			<content:encoded><![CDATA[<p style="text-align: justify;">Le Créole que nous de la jeunesse estudiantine parlons diffère du Créole que nos parents utilisent et il en diffère d’avantage du celui avec lequel nos grands-parents négociaient leurs activités routinières. Et à chaque génération qui vient, ce Kreyòl se transforme en Créole et plus près une génération a été de 1804, Kreyòl a été Kreyòl.</p>
<p style="text-align: justify;"><a href="http://leoganais.com/wp-content/uploads/2011/11/10_hunger_haiti.jpg"><img class="alignleft size-medium wp-image-8382" title="Hunger" src="http://leoganais.com/wp-content/uploads/2011/11/10_hunger_haiti-300x225.jpg" alt="" width="300" height="225" /></a>“Les Haïtiens sont des Français égarés sur le sol d’Haïti”. Nous citons cette phrase pour une certaine raison. Nous avions appris que l’intelligence ne se montre pas par la vitesse dont nous pouvons ajouter des numéros de Mathématiques, de Physique, ou de Chimie mais par notre aisance d’adopter la langue (française) pour expliquer les formules de ces sciences exactes.</p>
<p style="text-align: justify;">Les séquelles de notre éducation pointent du doigt le fait que les notions apprises dans toutes les matières ont été produites en français (Littérature (haïtienne –française), Sciences Sociales, Chimie etc.). Le problème n’est pas le fait que nous ayons été enseignés en Français mais plutôt que cette éducation produite dans une langue étrangère, part, dès son début, en guerre contre notre langue maternelle qui se verra obliger de naturaliser des mots de la langue conquérante.</p>
<p style="text-align: justify;">Ainsi donc, avions-nous appris nous à juger nos éducateurs par leur maîtrise de la langue française et à négliger, quelque peu, leur production intellectuelle. Nous nous souvenons longtemps âpres de ceux-là qui maitrisaient presque tous les mots de Petit Larousse; des mots qu’ils semaient dès qu’ils rentraient dans les salles de classe et nous émouvaient tous avec leur diction.</p>
<p style="text-align: justify;">Et le résultat est décevant, comme longtemps déjà Fréderic Marcelin l’avait fait remarquer, l’éducation à la française est chargée de lacunes… elle ne permet pas aux étudiants d’avoir des initiatives humaines, ils sont des brevetés. Ce qui rend certainement, l’avenir des étudiants confus. Souvent ils manifestent le complexe du refus de parler le Kreyòl. Ils ont appris à tourner leur langue sept fois dans leur bouche avant de se prononcer. Ces étudiants qui se verront refuser de parler le Kreyòl dans l’enceinte même des institutions d’Etat et pour ne pas aussi être la risée de ceux-là qui les verraient comme des ignorants dans la langue de Molière.</p>
<p style="text-align: justify;">C’est de part cette situation que le français a envahi le Créole haïtien (notre langue maternelle) pour laisser imprégner des segments d’une langue qui a domine depuis des siècles notre formation intellectuelle.</p>
<p style="text-align: justify;">Qui de nous, sans se voir regarder de travers, pourrait délibérément dire à une personne, qui qu’elle serait, “Ale lave bòbòt ou? Aucun ! Nos enseignants, par mesure d’une certaine civilité, nous ont appris que les mots koko, zozo, konyen, etc” sont des mots sottises que nous devons éviter de prononcer, et vite, ils seront remplacés par des mots français. Sûr, vous direz que la meilleure façon de dire le mot « Konyen » serait « Fè bagay » Toutefois, pensez-vous que la traduction française « faire l’amour » fait vraie justice à cette action. Serait donc qualifié de brute, de pervert, ou de dévergondé quiconque oserait emprunter ces mots ou ce genre de langage. Et pour rendre matières pires, nous prenons l’habitude de franciser les mots créoles.</p>
<p style="text-align: justify;">Certains écriront “Al fermer porte la” au lieu de “Ale fèmen pòt la.” Ce qui montre que L’Haïtien éduqué parle et écrit le Kreyòl en Créole (francais) parce qu’il ne pense qu’en Français (langue de sa formation) et nos grands-parents et notre pays en souffrent du reflet de cette renaissance qui passe pour un élément de modernisation linguistique (chez nous).</p>
<p style="text-align: justify;">La raison de ces commentaires est pour l’intérêt de promouvoir le Kreyòl au delà des frontières nationales en préservant nos acquis culturels. Il nous faut à priori établir une différence entre ce qui fait l’originalité de notre langue et ce que nous avons hérité des anciens colons.</p>
<p style="text-align: justify;">Et notre rêve de Kreyòl se réalisera sans nous isoler du reste du monde qui veut jusqu’à présent maintenir une façon détournée de rester en contact avec nous, en accusant notre langue. Il nous faut les dire et à n’importe qui qui veut nous entendre que le Kreyòl n’est pas le Français et que notre langue est codifiée, regularisée, et grammatisée toutes comme les autres langues vivantes.</p>

			<content:encoded><![CDATA[<p><strong>ABANDONED MOTOR VEHICLES.<br />
</strong></p>
<p><a href="http://leoganais.com/wp-content/uploads/2011/01/abandoned-burned-out-car.jpg"><img class="aligncenter size-medium wp-image-4635" src="http://leoganais.com/wp-content/uploads/2011/01/abandoned-burned-out-car-300x212.jpg" alt="" width="300" height="212" /></a></p>
<p>The purpose of this textual matter is to prevent blight, to secure healthy and humane living conditions, to protect the integrity of investments in real property, to prevent the decline of real estate values, to improve aesthetics, and to protect the public health, safety and welfare.  In order to secure this goal, Léogane Statutes is adopted and activities contrary to this chapter are deemed to constitute a matter of public concern which must be regulated or prescribed through the exercise of the City&#8217;s police powers.</p>
<p>(A)     No person shall leave unattended any motor vehicle, trailer, semitrailer or mobile home on any public highway or private or public property, for such time and under such circumstances as to cause the vehicle to reasonably appear to have been abandoned. Except as otherwise provided in this section, whenever any vehicle has been left unattended without the permission of the property owner for more than 72 hours, the vehicle is deemed abandoned and constitutes a public nuisance.  A motor vehicle shall not be considered an abandoned motor vehicle when it is out of ordinary public view, or when designated as not abandoned by a duly authorized police, municipal, or county official pursuant to municipal or county ordinance.</p>
<p>(B)     Any vehicle in violation of this section shall be impounded until lawfully claimed or disposed of under Léogane Statutes.</p>
<p>(C)     Any person who violates this section shall be subject to a forfeiture of 1,000 gds, plus costs and fees.  In addition, any person who violates any provision of this section shall be subject to payment for the actual costs of impounding and disposing of the vehicle impounded.</p>
<p>(D)    Members of the Police Department so authorized by the Chief of Police may remove or cause to be removed any abandoned vehicle.</p>
<p><strong>What is an Abandoned Vehicle?</strong></p>
<p>* A vehicle, which has been left, unwanted and appears to be discarded by its owner or by others.<br />
* In an unroadworthy condition and has no valid license plate displayed.<br />
* Is in such a condition that it should be destroyed.</p>
<p><strong>What is Not an Abandoned Vehicle?</strong></p>
<p>* Badly parked or obstructive vehicles;<br />
* Road traffic accident vehicles awaiting recovery;<br />
* Broken down vehicles;</p>
<p>If a vehicle is deemed to be abandoned, an enforcement officer will serve the relevant notice on the vehicle. After expiration of that notice and if the vehicle is still unclaimed by the owner, it will be removed and disposed of. To report a suspected abandoned vehicle by telephone please ring the sous-commissariat de Leogane.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">“The reconstruction of Leogane is going strong but only the physical refurbishment is being put on parade while leaving behind the mental reconstruction, which is supposed to be done through the promotion of societal education, communal culture, and shared information that will fortify the people to be really self-efficient,” is the main mission of the Citoyens Unis Pour la Reconstrcution de Leogane (CURL).</p>
<p><a href="http://leoganais.com/wp-content/uploads/2010/10/IMG_0055.jpg"><img class="alignleft size-medium wp-image-3593" title="IMG_0055" src="http://leoganais.com/wp-content/uploads/2010/10/IMG_0055-300x225.jpg" alt="" width="300" height="225" /></a>Many NGOs are building houses in Leogane either for schools, churches, city buildings, and residences but these constructions are not up to the standards of the city that was the capital of the island of Haiti and the birthplace of the Queen Anacaona.</p>
<p>“They are going all wrong about the reconstruction of Leogane. The reconstruction should be both mental and physical but the people are not voicing their opinions because they were never taught how to stand up to be heard,” pleaded Edvar Theagene, a key player of the CURL.</p>
<p>The temporary homes are made of plastic (tarps) that cannot protect residents from rain, heat, thieves, or sex offenders. They are small, ugly, and only display a ramping poverty that does not justify the actual financial means and the pride of the people of Leogane.</p>
<p>“Accepting less than we deserve is not self-resiliency and not standing up for what we deserve is so unleoganais,” shouted Gary Maddy, an old IFEWA employee.</p>
<p style="text-align: justify;">A group of youths of the city said “as the city’s civil society, we must pacifically stand up to the NGOs to educate them on the standards to which we the people of Leogane are entitled; thus encouraging them (NGOs) to treat us with respect and dignity.</p>
<p>Although Leoganais did not invite NGOs to bring humanitarian relief after the perilous earthquake; they (Leoganais) believe that they are entitled to better aids and they have the rights to be involved somehow in the reconstruction efforts.</p>
<p>About 36 international NGOs are currently operating in the proud city of Anacaona. “They come here without consulting the people on the grounds so to be given a proper tutorial about the city’s pleasant culture,” Jean-Robert Ladouceur said.</p>
<p>“We are open to talk so to give them ample details on how these houses should have been built and how they should be built in the future” said Yves Laurent Alexis, a self-proclaimed engineer who currently works as a driver for a construction company called Clayton.</p>
<p>The waiting list is long but IDPs stay buoyant that it is a matter of minutes for their name to be called.</p>

H2020SF’s main target is students in humanitarian classes. Humanitarian classes are United States High School&#8217;s equivalency.</p>
<p><strong>Mission</strong></p>
<p>To secure funds, human resources, and technologies in order to provide scholarships to students as well as providing them  an utile education, ensuring they acquire the required tools to perform in a widely diversified environment.</p>
<p><strong>Vision</strong></p>
<p>Ensuring that students with the most aptitudes toward learning are given the opportunities to develop and hone their skills to be most effective in their educational and career paths. </p>
<p><strong>Goals</strong></p>
<p>1. Raise $5000.00 a year to sponsor and educating 20 new students. <strong></strong></p>
<p>2. Sponsor and education 2000 students by year 2020.</p>
<p><strong>Measuring Success</strong></p>
<p>1.60% of amount of scholars will be attending university by year five (5) of the project.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Haiti 2020 in partnership with Léogâne Magazine, Cecoya Group, and Fondation Feuilles d’Hier is on schedule to launch Haiti 2020 Scholarship Fund for fiscal year 2010-2011.</p>
<p style="text-align: justify;">Haiti 2020 Scholarship Fund will provide scholarships to Haitian students, regardless of their parent’s financial means. Scholars of the program are in humanitarian classes, have the best academic performances, and have met all the eligibility criteria established by the staff of Haiti 2020.</p>
<p style="text-align: justify;">In addition to paying the yearly tuition, scholars will have access to a wide-array of programs and services such as tutoring, newsletters, magazine, médiathèque, cyber café, and career orientations. They will also have access to an online university that will provide them with a nurturing learning environment as well as assist them in making sound judgment and personal decisions leading to their growth and development.</p>
<p style="text-align: justify;">Haiti 2020, Léogâne Magazine, Cecoya Group, and Fondation Feuilles d’Hier are still receiving donations in order to commit in more students’ future academic.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Léogâne: 26 JUL 10 &#8211; Léogâne Magazine &#8211; Sept (7) abris de trois (3) salles chacun recouvert en tole et entouré partiellement de &#8220;contre plaqués&#8221; ( construction de FAES),</p>
<p style="text-align: justify;">C&#8217;est dans ce nouveau cadre qu&#8217;est logé le Lycée Anacaona de Léogane depuis le mois d&#8217;avril 2010. Ajoutés à ceux là, deux tentes qui servent d&#8217;espace de réception.</p>

<p style="text-align: justify;">La cour du Lycée loge également  des déplacés, sans abris, victimes du séisme du 12 janvier 2010. Ces derniers partagent le quotidien des élèves, souligne Jerry Celcé, un élève en classe de 3ème secondaire du Lycée. Il complète sa troisième année d&#8217;études au lycée a-t-il déclaré. Avec la réouverture des classes, suite au catastrophe, &#8220;l&#8217;atmosphère du lycée était inhabituel, c&#8217;était comme un renouveau&#8221;. Ses camarades de classe ne pouvaient pas se concentrer sur l&#8217;aspect académique, et les professeurs n&#8217;étaient pas tous présents. De plus, les élèves étaient distraits dans et par tout ce qui se passait au dehors, les responsables du lycée ont vite compris et ont du mettre du &#8220;contre plaqué&#8221; au niveau du champ de vision des élèves pour détourner leurs regards de la cour qui loge également des déplacés. Cependant ils se sont habitués petit à petit et ont retrouvé finalement l&#8217;ambiance d&#8217;autrefois.</p>
<p style="text-align: justify;">Feuilles d&#8217;Hier a également rencontré l&#8217;un des responsables de la section PM, Monsieur Pétion Moril, il a souligné que la majorité des élèves se sont présentés, à part 8% de déperdition enregistrés (élèves qui sont morts, pas au local du Lycée mais chez eux) au niveau des élèves, et 3 pertes au niveau des professeurs.</p>
<p style="text-align: justify;">Présentement, ils sont en période de controle, et le local doit-être prêt le 04 aout pour les prochaines examens officiels.</p>

Suddenly, from every corner, from every street, and before the eyes of the population; the earth had shaken water and fire. In less than sixty seconds, Haitians could not comprehend what was happening to them. They wanted to run but at the same time, they wanted to witness deaths of family, friends, and loved ones and the collaped of what they had spent their entire lives building.</p>
<p style="text-align: justify;">In less than sixty seconds, the streets of Haiti were filled with debris and  Under these debris; there were bodies; bodies of those who could escape from the fury of the nature. The ground is hot; drying the blood of dead bodies<br />
who could be taken to funeral homes because they, also were collapsed.</p>
<p style="text-align: justify;">In less than sixty secondes, the air is polluted with the smell of blood malaxed with dirt, tears, and despair. The country became a cemetery with no headstones and inadvertendly or with no other choice, people work on dead people to look for those whose lives could have been saved if the country was prepared for such a disater.</p>
<p style="text-align: justify;">A young man whose other leg was somewhere under the blocks of his home was digging through the pile of dead bodies to look, but hoping his uncle would not be amongst the dead ones.</p>
<p style="text-align: justify;">People covering their dead with their own body to prevent the dogs from having their way with them. Sinister and disaster had hit every home on that January 12, 2010.</p>
<p style="text-align: justify;">Preachers, pastors, Free Masons, and voodoo priests for once come together to provide comfort to newly converted Christians and to those who already believe.</p>
<p style="text-align: justify;">This is not a Wes Craven’s horror movie, this is not a Halloween movie, this is not a Hitchcock’s thriller book. This is not an essay for undergraduate or graduate schools. This was Haiti when the 7.0 magnitude of January 12, 2010 killed over 200.000 persons and destroyed thousands pf houses leaving Haiti poorer than ones could ever imagine.</p>

C’est la question que des milliers de paysans, planteurs et d’autres membres de la population de Léogâne se demandent et aussi demandent aux governements Haitiens tant passé que présent.</p>
<p style="text-align: justify;"><a href="http://leoganais.com/wp-content/uploads/2010/07/09RAN-NOD.jpg"><img class="alignleft size-medium wp-image-3185" title="09RAN-NOD" src="http://leoganais.com/wp-content/uploads/2010/07/09RAN-NOD-300x200.jpg" alt="" width="300" height="200" /></a>En effet, ces distillateurs ont vu leur espoir detruit lorsque l’Usine Sucrière Nationale De Darbonne a ferme ses portes. L’usine a ete une source de revenue productive pour la ville et meme le pays. Les fermiers etaient tres motives a planter la canne et la recolter en abondance parce qu’ils savaient qu’ils vendraient leur produits a l’uisne qui en retour les transformeraient en sucre.  </p>
<p style="text-align: justify;">Les Leoganais ont soumi plusieurs complaintes au Ministere de l’Agriculture dont les technicians ne peuvent pas donner une raison sur la fermeture de l’usine. Tous les candidats a la presidence et tous les presidents elus ont promis que les revendications des planteurs de canne-à- sucre de la région seront prises en compte mais c’est avec dedain et tristesse que les annees viennent et vont sans pour autant reussir a faire fonctionne l’usine a plein temps.</p>
<p style="text-align: justify;">Des rumeurs circulent que les Haitiens ne sont pas techniquement formes pour operer l’usine et que seuls les Cubains peuvent la faire rentablement fonctionner. Si ce est vrai; pourquoi le governement n’invite pas les Cubains pour venir former des Haitians pour en prendre releve tant sur le plan technique que sur le plan administratif?</p>
<p style="text-align: justify;">Si nous restons figies; si nous restons sommeilles et disons rien pour la reouverture et le plein fonctionnement de l’Usine Sucrière Nationale De Darbonne; voila l’habitant demotive, voila la richesse de Leogane detruite, voila l’enfant ne pouvant pas aller a l’ecole, voila la femme et le mari ne pouvant pas nourrir leurs enfants, voila Leogane exclue de l’economie Haitienne, voila nos terres et nos habitations livrees a la merci de la secheresse et voila l’habitant n’ayant recours qu’a l’exode rurale qui n’offre rien qu’une mobilite sociale horizontale.</p>

En tant que Leoganais; laisseras-tu fermer les portes de l’Usine Sucrière Nationale De Darbonne ou soumetteras-tu tes complaintes par devant le gouvernement Haitien pour les forcer a faire ce qui est droit pour faciliter la reouverture de cette grande source de revenue.</p>
